The Horse Drawn Carriage Operator's Course is offered through the Department of Health and Mental Hygiene's Health Academy. All New York City carriage horse owners, drivers, and operators must have basic knowledge of horse health care, emergency care of horses and the law that apply to them.
Successful completion of this course is a requirement to obtain a Horse Drawn Carriage License. The course consists of a self-study manual, classroom videos, and both written and practical examinations.
The course is 12 hours in length, and is conducted over two days. There are video presentations and a written exam on the first day. There is a practical exam on the second day. The course is offered four times a year - in January, April, July, and October.
The information on this page is designed to explain how to meet the New York City Health Code requirements for safe carriage handling. It does not encompass other health-related aspects of driving a carriage in New York City, handling horses or animals, nor does it address other requirements.
