Any refrigerating system requiring FDNY permit must be under supervision of a Certificate of Qualification (Q-01 Refrigerating System Operating Engineer) holder while the system is in operation. This Certificate of Qualification is premises related.

The refrigerating system may require to be under personal or general supervision, as set forth in the FC Table 606.1.1

  1. A Q-01 holder must be PRESENT IN THE BUILDING at all times while the refrigerating system is in operation and that the operation of such system is under his or her personal direction and control. On the flip side, if the refrigerating system is shut down, no Q-01 holder is required to be in the building.
  2. A Q-01 holder cannot provide personal supervision, at the same time, for refrigerating systems that are in operation in more than one building. On the flip side, an Q-01 holder can provide personal supervision for the operation of more than one system at the same time provided the systems are all installed IN THE SAME BUILDING.

This Certificate of Qualification can only be obtained by passing both a written and practical exam. All applicants should review the Notice of Exam.

Q-01 Notice Of Exam

To take the written exam, applicants must apply in person and bring the following documents:

  • Proof that you have successfully completed a 200 hour course for Refrigerating System Operating Engineers from a FDNY certified school or a letter of employment to verify at least one year of practical experience working with a refrigerating system. CERTIFIED SCHOOLS FOR REFRIGERATION(PDF)
  • A completed CERTIFICATE OF FITNESS APPLICATION FORM (PDF).
  • A completed and signed Z-51 APPLICATION FORM (PDF).
  • A Universal Technician Certificate.
  • A High School diploma or GED.
  • Two forms of identification, at least one must be a government-issued photo identification, such as a driver's license or a passport.

To take the practical exam, applicants must have:

  • Passed the written exam and obtained a temporary Z-52 letter from FDNY.
  • Paid the $225 practical exam fee.
  • Scheduled an appointment for the practical exam.

After the written exam:

  • Applicants who pass the written exam will receive a temporary Z-52 letter immediately after completing the exam. To schedule an appointment for the practical exam, present this letter and pay the $225 practical exam fee in person.
  • Applicants who fail the written exam will receive a failure report after completing the exam. To retake the written exam, applicants will need to schedule an appointment online and pay the application fee again.

After the practical exam:

  • Applicants who pass the practical exam will receive their certificate immediately after completing the exam.
  • Applicants who fail the practical exam will have a failure report immediately after completing the exam. To retake the practical exam, applicants will need to schedule an appointment in person and pay the fee again. Applicants will be permitted to take the practical exam up to three times. After the three attempts applicants will need to retake the written exam.
The New York City Fire Code changes frequently. All certificate holders must read and be familiar with the latest Notice of Exam.
This certificate must be renewed every three years. The NYC Fire Department (FDNY) will send a Renewal Notice 90 days before the expiration date. This letter includes the certificate number, the expiration date, and the amount of the renewal fee. It is the certificate holder’s responsibility to renew the certificate within 364 days of the expiration date. Certificates that are more than one year past their expiration date will not be renewed and a new application will need to be submitted. FDNY reserves the right to require applicants to take a re-examination upon submission of renewal applications. No certificate will be renewed without the required certification form or a retake of the examination.

To change your work location, submit the following in person or by mail to NYC Fire Department (FDNY), Cashier’s Unit, 9 MetroTech Center, Brooklyn, NY 11201:

  • A letter from your current employer (on company letterhead) confirming that you are an employee and stating your new work location.
  • A copy of a permit issued by Fire Department for refrigeration equipment for the new location.
  • A copy of your certificate with the old address.
  • A personal check or money order in the amount of $5.00 made payable to the "Fire Department City of New York."

To request a replacement certificate, submit the following in person or by mail to the NYC Fire Department (FDNY), Cashier’s Unit, 9 MetroTech Center, Brooklyn, NY 11201:

  • A government-issued photo identification (such as a Driver’s License or Passport). The name on the ID must match the name on the certificate.
  • Your social security number.
  • Your mailing address.
  • A personal check or money order in the amount of $5.00 made payable to the "Fire Department City of New York."

Applicants are required to schedule an appointment to take this exam.

A convenience fee of 2.49% will be applied to all credit card payments. The application fee is non-refundable. City employees may request a fee exemption if they submit a copy of their employee ID and a letter from their city agency on official letterhead to confirm that they are a current employee and that the Certificate of Fitness will be used as part of their work-related responsibilities.

Take the exam.
If you are an individual, make sure you have your 12 digit Certificate of Fitness Access ID. This can be found on your Renewal Notice. If you do not have your Renewal Notice, your Access ID is your 8 digit Certificate of Fitness number and the last four digits of your social security number. If you are submitting renewals on behalf of a company's employees, the company must be approved by FDNY and have an 8 digit Company Code. To request approval, email pubrenew@fdny.nyc.gov.

Pay the $15 renewal fee online by one of the following methods:

  • Credit card (American Express, Discover, MasterCard, or Visa)
  • Debit card (MasterCard or Visa)
  • E-Check

Renewals submitted 90 days (up to one year) after the expiration date will incur a $25 penalty in addition to the renewal fee. A convenience fee of 2.49% will be applied to all credit card payments. The renewal fee is non-refundable. You cannot request a fee exemption if you renew online.

If all the requirements are met, a certificate will be mailed out within 10 days.
