Fill Material Operation

A Fill Material Operation Permit (FMO Permit) is required for any business that will engage in a project that includes landfilling, grading, land improvements or changing existing property grades through the addition of fill material. The permit is issued by the New York City Department of Sanitation and pertains to construction projects located throughout New York City. This permit is issued to each individual business or contractor that will engage in fill material operations on a specific site. According to Sections 3-01 ? 3-05 of Title 16 of the Rules of the City of New York, fill material consist of clean earth, dirt, concrete, rock, gravel, stone and sand.
