- Class 1 Federal Firearms License (FFL): You must have a Class 1 Federal Firearms License (FFL).
- Background check: You will need to pass a background check, including fingerprints.
- Certificate of Occupancy: You must have a valid Certificate of Occupancy from the New York City Department of Buildings. It must allow your space to be used as a gun dealer business.
- Fire Department permit: You need a Fire Department permit if you store more than 200 rounds of ammunition.
- Citizenship: You must be a U.S. citizen.

- Documentation: Every firearm dealer must keep a book to list each sale or purchase of a firearm.
- Yearly inventory: Each year, dealers must file an inventory of firearms. This must be sent to the License Division and the local police station.
- License validity: The license is good for up to two years. Dealers must renew it before January 1 of the year it expires.
- Employee licenses: All workers who handle inventory must have a license or permit. These are given by the License Division. Examples are a Concealed Carry License or a Premises Business License.
- Contact the License Division: Get an application for a Firearms Dealer License.
- Complete the application: Fill out the Firearm Dealer License application. Submit the original and one copy to the police precinct where your business will be.
- Approval: If approved, you will get your license by mail.
- Denial: If denied, you will be informed by mail.
