The City of New York Minority and Women-Owned Business Enterprises (M/WBE) Program expands opportunities for minority and women entrepreneurs to access government contracts and grow their businesses. When eligible businesses are certified with the City they become more visible to prospective buyers, including City agencies and private contractors seeking to purchase goods and services.

There are several important benefits to becoming a certified M/WBE with the City of New York, including listing in the NYC Online Directory of Certified Businesses, a public website which promotes certified businesses. The directory contains more than 10,000 businesses from diverse industries including engineering, graphic design, catering, IT consulting, childcare, accounting, metal fabrication, plumbing, event planning, and many more.

Other benefits of certification include access to networking events, customized courses and targeted consultations.

A business seeking M/WBE certification must meet the following eligibility requirements:

1. The business is legally authorized to transact business in New York State.

2. The business has been in operation (i.e., selling goods and/or services) for at least one year.

3. At least 51% of the business is owned, operated and controlled by a U.S. Citizen(s) or U.S. permanent resident(s) who are women and/or members of designated minority groups including:

Not for Profit Organizations are ineligible. 5. The business' principal office, place of business or headquarters is located within the five boroughs of New York City or in one of the following counties of New York and New Jersey:

Note: A business located outside of New York City and outside of the designated counties noted above may qualify for M/WBE certification if the applicant can prove a substantial presence in the geographic market of New York City. Substantial presence can be demonstrated by providing documentation that satisfies at least two of the following conditions:

The M/WBE program was established through the enactment of Local Law 129 in 2005. The City's M/WBE certification program is administered in accordance with standards set forth in Chapter 11 of Title 66 of the Rules of the City of New York. Gather the documents you will need to complete the process. Select "more info" for a list of the required documents, or download the checklist as a PDF.

  • Resumes for everyone who has ownership interest in the business.
  • Bank letters including account numbers, a list of those authorized to sign on the account, and any limitations to a signer's authority.
  • The business' federal, state, and city signed tax returns for the most recent tax year, including all schedules.
  • Proof of U.S. citizenship or permanent resident alien status for each owner.
  • Licenses and permits which the business holds.
  • Lease agreements or proof of ownership for all business locations, which must be valid for at least six months after the date of application.
  • Business contracts and invoices completed and signed, for services performed by the business, in New York City, within the past year, along with proof of payment.
  • Proof of minority group status of each owner claiming minority status.
  • Business start details demonstrating how the business was initially capitalized.
  • Businesses incorporated outside New York State must provide a Certificate of Authority from the NYS Secretary of State. Learn more here.

The following documents may also be required, based on the structure of your business:

  • Sole Proprietors must provide a "Business Certificate" filed with the County Clerk if operating under a DBA name.
  • Partnerships must provide a partnership agreement, and a business certificate as filed with county clerk.
  • Limited Partnerships (LPs) and Limited Liability Partnerships (LLPs) must provide a partnership agreement and a state filing receipt, including any amended receipts.
  • Limited Liability Companies (LLCs) must provide an LLC Organizational Agreement and LLC Articles of Organization, a state filing receipt, including any amended receipts, and any membership certificates, front and back, as well as the next un-issued certificate.
  • Corporations must provide Articles of Incorporation, corporate bylaws, a state filing receipt, including any amended receipts, and stock certificates, front and back, as well as the next un-issued certificate.
  • Businesses operating under a trade name or doing-business-as name (DBA) must provide a Certificate of Assumed Name, as filed with the County Clerk. Learn more here.

Your business may qualify for the quicker Fast Track application if it has specific certifications from one of New York City's Fast Track partners. Qualifying certifications include Minority and Women-Owned Business Enterprise (M/WBE), Locally based Business Enterprise (LBE), and NYS Disadvantaged Business Enterprise (DBE). The City's Fast Track partners include:

  • New York City School Construction Authority
  • Port Authority of New York and New Jersey
  • Women President's Educational Organization
  • New York and New Jersey Minority Supplier Development Council Inc.
  • New York State Department of Economic Development

*Please note, your business must have at least six (6) months remaining on the partner organization's certification.

If eligible, you may simultaneously submit apply for certification with our partners by submitting an addendum with your application. Addendums are provided below in PDF format

Your businesses must have a Federal Tax ID. This could be an Employer Identification Number (EIN) or a Social Security Number (SSN) for sole proprietors. Learn more about employer identification numbers here.
Businesses must be a registered vendor with the City of New York. To register, you must create an account on the Payee Information Portal. A a PIP account provides you with a NYC Vendor Number.
Businesses are required to register with PASSPort. To register, you must create an account on the PASSPort portal. A PASSPort account puts your business on the Citywide Bidder List.
Be aware that the person who prepares and submits your application must be authorized as a representative of your business, and will be the main point of contact throughout the process.

Use SBS Connect to track the status of your application. Sign in to your account and view your application from the My Records page.
NYC Small Business Services will notify you of its final determination.
If your business' application is denied, you have a right to appeal the decision. The Instructions for the appeal process will be included in the denial notification from NYC Small Business Services.
M/WBE certification is valid for five years from the date on the confirmation letter.
In order to maintain your business’ M/WBE status during the certification period, you are required to submit an affirmation form each year to confirm that there have been no material change in ownership, operation, or control of the business. Annual affirmations can be submitted via SBS Connect. A reminder will be sent via email 45 days prior to the anniversary of certification.
Requests to change your authorized representative should be emailed to the SBS Certification Unit at mwbe@sbs.nyc.gov. Please provide your business contact details, and use the subject line: "Change to Authorized Representative".
